Meet Shubhankar : Founder & CEO of Forion
Shubhankar is a visionary leader at the intersection of technology, policy, and impact, driven by a relentless passion for creating systemic change. With a foundation in Computer Science Engineering and a formative stint at Microsoft, Shubhankar mastered the art of scaling technology solutions. But his true calling lay in public service, leading him to transition into the world of governance and policy.
Undeterred by setbacks, including multiple attempts at the UPSC, Shubhankar’s resilience shone through as he earned a Master of Public Policy (MPP) from NLSIU Bangalore, India’s most prestigious public policy program. This marked the beginning of a remarkable journey in public policy, where he designed and implemented large-scale governance programs in Uttar Pradesh, Karnataka, and North East India, delivering complex solutions touching the lives of millions.
Shubhankar’s expertise lies in bridging the gap between technology and policy, leveraging his engineering background to craft data-driven, evidence based, scalable solutions. He has led massive cross-functional teams navigating the intricacies of governance with precision and empathy. His work spans diverse sectors, from education and healthcare to welfare delivery and digital infrastructure, always with a focus on equitable outcomes.
A serial entrepreneur, Shubhankar has also built and scaled multiple self-sustaining startups, blending an entrepreneurial mindset with a deep commitment to social impact. This unique combination of skills—tech fluency, policy rigor, and entrepreneurial grit—into a singular mission: improving lives by creating impact at scale!

Senior Research Consultant at Forion
Radhika Sharma holds a Master’s in Sociology from Ambedkar University, Delhi, and a Master’s in Public Policy from NLSIU, Bangalore, along with a UGC-NET qualification. She has led large-scale research initiatives at Mobile Creches, contributing to The State of the Young Child in India and India Exclusion Report (2019-20). Her work spans program design, impact evaluation, and policy frameworks. At Deloitte and Invest India, she shaped national policies in science, technology, and infrastructure. At Forion Analytics, she crafts scalable, evidence-driven strategies, ensuring every project—from grassroots to national policymaking—is rooted in rigor, innovation, and equity.
Abhishek Raj
Senior Research Consultant at Forion
Abhishek Raj is a Senior Consultant and public policy professional with experience at Deloitte India, Inclusive Minds, and key government departments, including the Ministry of Railways and the Ministry of Health and Medical Education, Karnataka. He has led initiatives from drafting legislative frameworks to developing governance strategies and election campaigns. His expertise spans infrastructure, health, education, and electoral strategy, delivering innovative solutions to complex challenges. With a strong academic background and a passion for policy innovation, he thrives at the intersection of governance, research, and implementation, ensuring impactful and actionable change across diverse sectors.
Dr. Rakesh ES

Dr. Rakesh E.S is an educationist, research scholar, and public policy consultant with over 15 years of teaching and research experience. His contributions have enriched both professionals and students in academics and career development.
His research has been published in esteemed scientific journals. He holds a Master’s and Doctoral degree from the Indian Agricultural Research Institute, New Delhi, and was awarded the UGC NET Senior Research Fellowship. His doctoral thesis focused on Indigenous Technical Knowledge (ITK) in traditional Indian technologies and medicines, contributing to the sustainability of the nation’s natural resources.
His research findings are utilized by the Government of India, particularly the Department of Agriculture & Farmers Welfare and the Ministry of Tribal Affairs, to inform policy decisions, optimize resource utilization, and enhance agricultural production efficiency.
Vikrant Singh

Vikrant Singh is a consultant at Forion & is a public policy professional with diverse experience working in the field of governance, social policy, law and policy research. He has done his Bachelor of Engineering in Electrical Engineering from Govt. Engineering College, Jabalpur and Master of Public Policy (MPP) from National Law School of India University, Bengaluru. He has been associated with various State governments, think-tanks, research organisations and grassroot-level organizations in the past and has worked in their research design and program implementation & evaluation teams. He has a rich experience of managing policy research projects, drafting research proposals, managing project implementation, project monitoring and documentation. His work has been featured in The Hindu Business Line, Financial Express, The New Indian Express, Deccan Herald apart from his contribution to several online portals.
Hannah Sarasu John
Consultant at Forion
Hannah is a Consultant at Forion. She holds a Master’s degree in Public Policy from the National Law School of India University, Bangalore, and a Bachelor’s degree in Mass Communications from the Symbiosis Centre for Media and Communications, Pune. Her interests lie in gender studies, social security, tech policy, and media relations, and she has written and published on these topics. Her work spans research, policy analysis, and strategic communications, with published contributions in her areas of expertise.

In addition to his academic roles, Dr. Channabasava possesses rich administrative expertise, having successfully managed complex challenges in the industry. His expertise spans governance, research, environmental impact assessment, audits, and consultancy. He also provides project management consultancy to both government and private organizations, ensuring sustainable and effective solutions.
