Water is Future: Building a Statewide Framework for Water Security

The Context

Groundwater is central to Karnataka's agricultural, domestic and industrial needs, but the pressures on this resource vary significantly across the state. Some districts face severe over-extraction and declining water tables, while others experience different levels of groundwater development and recharge.

Against this backdrop, the Department of Minor Irrigation, Government of Karnataka sought to develop a broader vision for water security that could bring together the state's diverse groundwater management needs. Water is Future was conceptualised as a statewide mission, positioning water security not only as an environmental priority, but as an important component of Karnataka's long-term development and prosperity.

The Challenge

The scale and diversity of Karnataka's groundwater challenges require action across multiple levels. Infrastructure, groundwater recharge, demand management, community participation, awareness, technology and institutional capacity need to work together rather than operate as isolated interventions.

The challenge was therefore to translate a broad ambition for water security into a coherent, actionable and scalable framework that could connect policy priorities with programmes, financing, institutions and community-level action.

Forions' Role

Forion Analytics provided technical and policy support to the Department of Minor Irrigation, Government of Karnataka, contributing to the development of the Water is Future initiative.

Conceptualised as a statewide mission and presented in the 2025–26 State Budget, the initiative brought together policy design, implementation planning, technology and community participation to establish a more integrated approach to groundwater governance.

The initiative subsequently informed the Karnataka Groundwater Amendment Act, 2025, helping translate its principles into a formal legislative framework for sustainable groundwater management.

From Vision to Action

The initiative was structured around the 5A Framework — Aspiration, Action Plan, Awareness, Awards and Achieve Prosperity — creating a framework that connects political commitment with implementation and public participation.

Forion's work supported the translation of this vision into an actionable policy architecture through:

• Community Participation: Developing mechanisms for community-led groundwater management, including farmer engagement and local capacity building.
• Capacity Building & Advocacy: Creating pathways for farmers, communities and institutions to build knowledge and adopt sustainable groundwater practices.
• Technology & Data: Strengthening the role of technology, monitoring and data-driven insights in groundwater management.
• Programme Design & Costing: Developing actionable interventions with associated costing and implementation considerations to support government decision-making.
• Statewide Awareness & Recognition: Integrating public awareness and recognition of water conservation efforts into the broader mission to encourage participation and replication.

From Policy Framework to Government Action

A key feature of Water is Future was its movement beyond a standalone groundwater programme towards a broader governance and implementation framework. The initiative connected water security with community participation, institutional capacity, technology and government investment.

The framework was supported by detailed programme costing and a phased approach to implementation, including a proposed ₹5 crore pilot for community participation and farmer training, with a longer-term model for expansion.

Its inclusion in the 2025–26 State Budget, alongside its contribution to the evolving groundwater policy and legislative framework, provided a pathway for translating the initiative from a policy vision into government action.
